That is the question Ghanaians must begin asking as Parliament moves to remove restrictions that prevent some dual citizens from occupying certain high public offices, while countries such as Canada, the United States and the United Kingdom are increasingly enforcing rules that require citizens who hold more than one nationality to identify themselves according to the laws of each country. Ghana’s debate over dual citizenship has therefore entered a new and potentially uncomfortable chapter.

The issue is not simply whether a Ghanaian should be permitted to hold two nationalities. The bigger question is: Can a person comfortably navigate two citizenship systems when each country begins demanding that its own citizenship take priority? Recent developments should make every Ghanaian holding, or contemplating, a second citizenship pay close attention.

Ghana has historically allowed dual citizenship, but the law has placed restrictions on dual citizens occupying certain sensitive public offices. In 2026, Parliament has been considering constitutional changes to remove some of those restrictions. The debate has already generated serious constitutional questions, with the Council of State advising against the proposed amendment.

This means Ghana is wrestling with an important question of its own: Should a Ghanaian who owes legal obligations to another country be allowed to occupy the highest levels of Ghana’s public service? That question deserves serious national discussion. But while Ghana debates opening more political doors to dual citizens, foreign governments are becoming increasingly precise about how dual nationals must travel and identify themselves.

Canada has not banned dual citizenship. But Canada requires dual Canadian citizens travelling to Canada by air to use a valid Canadian passport. The Canadian government describes that passport as the reliable travel document for boarding a flight to Canada.
