19 states poised to make daylight saving time permanent: Are we closer to that happening?

Nineteen states are poised to do away with the twice-yearly time change if Congress moves ahead with the Sunshine Protection Act. But don’t count on permanent daylight saving time becoming the law of the land before the Nov. 1 when we officially “fall back” to standard time.
