On September 18, 2026, President Abelardo de la Espriella issued an ultimatum to the leaders of armed groups operating in the department of Bolívar, warning them that they are "warned."

The declaration was made during a security council meeting held in Cartagena, Bolívar. The high-level meeting was led by the president and attended by Governor Yamil Hernando Arana Padauí along with the mayors of 46 municipalities in the region.
