SAN DIEGO (KGTV) Three beaches in Imperial Beach have reopened for the first time this year, the County Department of Environmental Health and Quality announced Wednesday.The closures were lifted for Imperial Beach Pier, Cortez Avenue, and Carnation Avenue after recent water quality samples met state health standards.The waters near Imperial Beach Pier have been closed before due to sewage runoff from the Tijuana River.
