According to the discussions, these dynamics require Latin America to adopt a new culture of cooperation in order to secure an independent voice at global negotiation tables.

At the same time, Claudio Providas, the resident representative of the United Nations Development Programme (PNUD) in Brazil, emphasized the necessity of social legitimacy for the region's energy transition. Providas warned that the energy transition in Latin America will ultimately fail without broad social backing and legitimacy.
