The decree, announced on August 7 in Guayaquil, includes the official assignment of the presidential spokesperson role to the head of the Secretariat of Administration.

The administrative overhaul aims to streamline the executive branch's operations and communications. By centralizing the spokesperson duties within the Secretariat of Administration, the administration establishes a more defined channel for official government messaging.
