The Multilateral Sanctions Monitoring Team (MSMT) has reported that between 35,600 and 101,280 North Korean workers continue to operate abroad, primarily in China and Russia, despite existing United Nations Security Council sanctions.

According to the allegations, the labor of these overseas North Korean workers is being utilized to financially and operationally support the regime's nuclear weapons programs.
