Dhunibesi taxes scrap despite constitutional ban

The municipality of Dhunibesi in Dhading, Nepal, has been collecting a tax of Rs3.39 per kilogram from scrap trucks leaving the Kathmandu Valley.

This collection occurs despite clear constitutional provisions that prohibit local governments from levying taxes on the movement of goods between different jurisdictions.
