Jorge Dezcallar, former director of the Centro Nacional de Inteligencia (CNI) and former ambassador, has publicly questioned the assertion that Spanish intelligence services were unaware of the mass arrival of migrants in Ceuta. He stated that it would be highly surprising if the agency, which possesses extensive knowledge of the Maghreb region, had failed to monitor or anticipate the event.
