Enrique Santiago, parliamentary spokesperson for Izquierda Unida, has accused Morocco of utilizing an organized hybrid attack to hold the city of Ceuta hostage. Santiago further alleged that this maneuver received support from the United States and Israel. The comments follow a period of significant instability in the region, characterized by a mass influx of approximately 80,000 individuals into the city in late July.

Juan Vivas, the president of Ceuta, has described the city's current state as being in intensive care, noting the severe impact of the recent border crisis. While Vivas maintains that the city remains resilient, he has formally requested that the central government implement measures proportional to the gravity of the ongoing situation.
