Former Holyoke city councilor points finger at city clerk during ethics hearing

BOSTON — Defending himself from accusations that he failed to take the required conflict of interest training while serving on the Holyoke City Council, David Bartley said the city’s clerk had a role to play in keeping municipal employees current on their training.
