'Grave concern' as Wagga Wagga's homeless threatened with $1,100 fines

Homeless advocates are criticising the approach of Wagga Wagga city council after it threatened to fine people sleeping rough $1,100 if they did not move on after the death of a newborn at a makeshift camp.
