Gustavo Bolívar, former director of the Department for Social Prosperity (DPS), issued a warning following the presentation of the General National Budget for 2027 by the government of President Abelardo de la Espriella.

In his critique, Bolívar asserted that the administration had underestimated the complexity of the budgetary process, utilizing the colloquial phrase "thought it was blowing and bottle-making" to describe their expectations.
