HOLYOKE — Holyoke officials joined municipal leaders from across western Massachusetts this week in calling for changes to the state’s Payment in Lieu of Taxes program, arguing that communities with tax-exempt, state-owned land are not receiving adequate reimbursement.Mayor Joshua Garcia, Holyoke Taxpayers Association President Lori Belanger, City Council Finance Committee Chair Patti Devine, and City Councilor Michael Sullivan participated Monday in a public listening session hosted by the Commission on Payment in Lieu of Taxes for State-Owned Land at Holyoke Community College.
