Hong Kong government statistician cleared of loitering charge near girls’ school

A Hong Kong government statistician was acquitted of a loitering charge at Eastern Court by Magistrate Kestrel Lam Tsz-hing. The defendant had been accused of loitering near a girls' school and outside a classroom for the purpose of photographing a student.

In his ruling, Magistrate Lam determined that while the defendant's actions caused the student to feel unsafe, the conduct did not constitute a criminal threat under the law. Consequently, the court cleared the defendant of the charges.
