The City of San Diego and the San Diego Housing Commission opened several shelters to provide respite for people experiencing homelessness from the rain brought by Tropical Storm Rachel. Remnants of Tropical Storm Rachel brought the first major rainfall of California's water year to Southern California this weekend.
