Laura Fernández’s ‘state secret’ decree headed to the Constitutional Court

Costa Rica's four opposition parties in the Legislature have jointly decided to challenge President Laura Fernández’s recent declaration of national security as a state secret before the Constitutional Court, known as Sala IV.

The legal challenge is built on the core argument that public funds cannot be spent in secret, directly contesting the executive branch's attempt to classify national security matters under the state secret decree.
