During a meeting of the Partido Popular (PP) National Board in Madrid on September 28, regional leaders criticized the national government's handling of the housing crisis. Alfonso Fernández Mañueco, President of the Junta de Castilla y León, specifically identified the tenure of Prime Minister Pedro Sánchez as the period during which housing became a primary concern for Spanish citizens. He further predicted that the central government would attempt to shift responsibility for these issues onto regional and local administrations.

In addition to Mañueco's remarks, other PP territorial leaders suggested that public protests regarding housing should be directed toward the Moncloa Palace, the official residence of the Prime Minister.
