The initiative aims to recover territories and spaces currently under the pressure and control of criminal structures, specifically maras and pandillas.

In a notable admission regarding state reach, Deputy Minister of Security for Police Affairs Rommel Martínez acknowledged that these gangs control zones where the state is not always able to maintain a consistent presence.
