The affected infrastructure projects involve water and sanitation systems located in Riohacha, situated in the La Guajira department, and Buenaventura in the Valle del Cauca region. The decision to involve control bodies marks a formal escalation by the national government regarding delayed or non-existent public utility works in these municipalities.
