Early returns: Missouri voters signal 'no' on plan to phase out state income tax

Skeptical Missouri voters said an emphatic "no" to Gov. Mike Kehoe’s bid to phase out the state income tax. Missouri voters overwhelmingly approved a 10-year extension of the sales tax that funds state parks and soil and water conservation.
