NORTHAMPTON — Noise, trash, graffiti, parking snarls and even large fires continue to be a problem at the Orange Dam on the Mill River in the Leeds section of the city, prompting an update Thursday from Northampton officials.The dam has become a popular hangout and party spot in recent years.
