Authorities are delaying the process to facilitate negotiations and reach a consensus with local business leaders and community representatives before proceeding with formal discussions.

This administrative delay occurs alongside significant infrastructure developments in the region, specifically a $400 million water, sanitation, and reuse project funded by the Inter-American Development Bank. While the infrastructure investment is considered one of the most ambitious in the eastern region, the status of the territorial planning remains a separate, ongoing point of coordination between stakeholders.
