Authorities have delayed the process to facilitate consensus-building efforts among local business leaders and community representatives before moving forward with formal discussions.

Simultaneously, the region is managing a separate, large-scale infrastructure project involving a $400 million investment from the Inter-American Development Bank (BID). This initiative focuses on water, sanitation, and reuse systems, highlighting the ongoing challenge of balancing significant capital investment with the necessary regulatory and territorial planning frameworks.
