Record non-DSE admissions to Hong Kong’s universities spark calls for quotas

Hong Kong's public universities have recorded a significant surge in non-DSE admissions, prompting calls for the implementation of quotas. Intake for students applying outside the local Diploma of Secondary Education exam system has risen by 63 percent over a seven-year period.

With this increase, non-DSE admissions now account for nearly 30 percent of the total 15,000 government-funded university places available in the region. The growing proportion of these admissions has sparked public discussion and demands to regulate the intake numbers through quotas.
