According to Attorney General Yeni Berenice Reynoso, the severe penalties are a direct response to the high prevalence of mobile phone thefts nationwide. By categorizing these offenses as aggravated robbery within the revised legal framework, authorities aim to impose harsher punishments on perpetrators.
