SPRINGFIELD — One of the worst illegal dumping problems city officials have seen in some time took place on a narrow street in the Old Hill neighborhood. Mattresses, furniture, cardboard boxes and even a trash can were heaped so high that the pile tipped over onto the sidewalk.
