An unexplained Trump administration hold on the construction of a state-federal Great Lakes project was abruptly lifted this week. The initiative is designed to prevent invasive carp from reaching the Great Lakes.

The reversal occurred just hours after Michigan Governor Gretchen Whitmer placed a telephone call to President Donald Trump.
