A look at the profile of Olivares Luciano, the new director of the COE

President Luis Abinader of the Dominican Republic has appointed Erdwin Robert Olivares Luciano as the new director of the Emergency Operations Center (COE). The appointment was officially made through Decree 551-26, issued on Sunday, August 16, replacing the outgoing director, Juan Manuel Méndez García.

Olivares Luciano brings extensive institutional experience to the role, having served for 16 years as the national deputy director and 26 years as the head of operations within the COE. Meanwhile, former director Juan Manuel Méndez transitions to a new leadership role as part of the administrative change.
