A look at the profile of Olivares Luciano, the new director of the COE

President Luis Abinader has appointed Erdwin Robert Olivares Luciano as the new director of the Centro de Operaciones de Emergencias (COE). The appointment was formalized through Decree 551-26, issued on Sunday, August 16, replacing the outgoing director, Juan Manuel Méndez García, who will transition to a new leadership role.

Olivares Luciano brings extensive institutional experience to the position, having served within the COE for several decades. His background includes 16 years as national subdirector and 26 years as the chief of operations, providing him with a long-standing history of involvement in the organization's emergency management functions.
