Victims agree to settlement after former Florissant police officer searched their phones during traffic stops

The City of Florissant and a former officer reached a $4 million settlement with 24 victims who said the cop stole nude photos from them during traffic stops. Julien Alcala and the city of Florissant agreed to pay $4 million to the 24 victims.
