Warehouse giant promised to pass along tariff refunds to customers. But how?

We recently wrote that companies such as Walmart and Target that received massive refunds for the Trump administration’s tariffs will not be passing those along to customers. Instead they have pledged to lower prices. Walmart received $2.9 billion, while Target received $994 million.
