Francesca Albanese: Israel can't ensure law and order in land it occupies UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, said Israel could not ensure law and order in the territory it "unlawfully occupies" and called on states to intervene. In a post on X, Albanese said UN Secretary-General António Guterres should invoke Article 99 of the UN Charter to flag a threat to peace. She said the UN Security Council should impose sanctions and deploy a peacekeeping force, adding that if this was blocked by a veto, the UN General Assembly should pass a "Uniting for Peace" resolution.
