MLB proposes limiting free agent signings to a few weeks in December and then from February on

Major League Baseball has proposed a restructuring of its offseason transaction calendar that would restrict free agent signings to a multi-week window in December and a second period beginning in early February. The proposal also includes a mandatory ban on all trades during the interim period between these two windows.
